That Council moves into Closed Session at 4:03 pm pursuant to s.239(2)(b) and (d) to discuss the Non-Union Compensation Review and the Personnel Committee Minutes, dated March 8, 2022, and accompanying reports.

That the report of the Chief Administrative Officer dated April 21, 2022 (AD-06-2022) regarding 2022 Non-Union Compensation Update be received; And That, the presentation and report from Marianne Love from ML Consulting be received; And That, the recommendation with the report from ML Consulting regarding the banding, market adjustment and proposed band rates which maintain the current policy of the 75th percentile be approved effective January 1, 2022; And That, the following adjustments be implemented: a) For Fiscal 2021 a Non-Union salary adjustment of 2.36% (1.18% January 1 & 1.18% July 1), b) For Fiscal 2022 a Non-Union salary adjustment of 2.36% (1.18% January 1 & 1.18% July 1), c) For Fiscal 2022 a Non-Union Market Value Adjustment to meet the Council Adopted Policy of the 75th Percentile (as outlined in the reports from ML Consulting), and d) For Fiscal 2023 and 2024 a Non-Union salary adjustment of 2.36% annually (1.18% January 1 & 1.18% July 1); And That, a subsequent Non-Union Compensation Review be scheduled for the Fall of 2024 with an implementation of changes (if any) for January 1, 2025; And That, the Non-Union Salary Administration Program be amended and approved as attached.
