Regular Council Meeting

That the May 28, 2024, Regular Council Meeting Agenda be adopted as presented.

That the Minutes of the Regular Meeting of Council and Closed Meeting of Council held May 14, 2024, be adopted as presented.

That Council receives the presentation from the Essex Region Conservation Authority regarding the 2023 Annual Progress Reports on the implementation of the Essex Region Source Protection Plan.

That the report of the Director of Finance dated May 13, 2024 (FIN-11-2024) regarding the Windsor Utilities Commission Water Supply Agreement be received; And that Council enters into a new water supply agreement with the Windsor Utilities Commission for the supply and use of water effective July 1, 2024 and authorizes the Mayor and Clerk to execute the agreement.

That the report of the Drainage Superintendent dated May 8, 2024 (PW-18-2024) regarding the Engineer’s Report for a Minor Improvement to the 4th Concession Drain be received; And that Council adopts the Engineer’s Report on the 4th Concession Drain minor improvement project, dated April 2, 2024, authored by RC Spencer Associates Inc.; And that, By-law 8891, being a by-law for the minor improvement of the 4th Concession Drain be provisionally adopted.

That the report of the Drainage Superintendent dated May 8, 2024 (PW-17-2024) regarding the Engineer’s Report for a Minor Improvement to the Laframbois Drain be received; And that Council adopts the Engineer’s Report on the Laframbois Drain minor improvement project, dated April 12th, 2024, authored by Landmark Engineers Inc.; And that By-law 8889, being a by-law for the minor improvement of the Laframbois Drain be provisionally adopted.

That the report of the Director of Culture and Recreation dated May 9, 2024 (CR-2024-15) regarding the Last Call Before Fall Event be received; And that the budget for the 2024 event projecting a surplus of $9,000.00 be approved; And that the Last Call Before Fall event be declared an event of municipal significance for the purpose of obtaining a Special Occasion Permit from the Alcohol and Gaming Commission of Ontario (AGCO).

That the report of the Manager of Engineering dated April 15, 2024 (PW-14-2024) be received; And that Council awards the infrastructure contract to Sherway Contracting Ltd. for the bid price of $1,608,662.50 plus HST.

That the correspondence received from Essex Power Corporation dated May 10, 2024, regarding the appointment of proxy holders to cast the municipality’s vote at Essex Power Corporation 2023 Annual Shareholder Meeting be received; And that, Mayor Meloche be appointed proxy holder for the Town of LaSalle to cast its shareholder vote at Essex Power Corporation 2023 Annual Shareholder Meeting scheduled for June 27, 2024; And that, John Wladarski be appointed as an alternate proxy holder in Mayor Meloche’s absence; And that, the Mayor and Clerk be authorized to sign all necessary paperwork to give effect to the appointment of the proxy.

That items 1 and 2 on the Consent Agenda for May 28, 2024, be received.

That the Essex County Council Highlights for May 1, 2024, be recieved.

That administration prepares a report outlining the cost incurred to provide curbing and guttering to the roads in LaSalle.

That the Town of LaSalle donate $1000 for a bronze sponsorship to the Maryvale Gala, with the funds going towards providing mental health services to the youth in the Windsor-Essex County area.

That the following By-laws be given a first, and second reading: 8889 – A Bylaw to provide for the minor improvement of the Laframbois Drain in the Town of LaSalle, in the County of Essex 8891 – A Bylaw to provide for the minor improvement of the 4th Concession Drain in the Town of LaSalle, in the County of Essex

That the following By-laws be given a first, second, and third reading and finally passed: 8880 - A By-law to authorize the execution of an Agreement between Sherway Contracting (Windsor) Limited and the Corporation of the Town of LaSalle for the RFTPW-02-2024 - North Woodmont Avenue Sanitary Sewer Upgrades 8890 – A By-law to stop up, close and sell an alley system running east-west lying north of lots 448 to 458, both inclusive, and Block ‘M’, Registered Plan 1017, LaSalle. 8892 – A By-law to authorize the execution of a Services Agreement Between the Windsor Utilities Commission and the Corporation of the Town of LaSalle

That Confirmatory By-law 8894 be given a first, second, and third reading and finally passed.
